Everett: Youth Transitional Living

  • Description

    At Cocoon House we empower young people, families, and communities in Snohomish County to break the cycle of homelessness through outreach, housing, and prevention. As a Residential Youth Counselor, you will be responsible for providing a safe and supportive environment for teens in the care of Cocoon House, promoting positive interaction, providing life skills, social skills, and other enrichment activities at our Transitional Living Program located in Everett. Residential Youth Counselors have the opportunity to build supportive relationships with clients, and model healthy boundaries while working alongside them in a residential setting.     Residential Youth Counselor Duties & Responsibilities

    Full-Time, Part-Time, On-call Opportunities | On-site in Everett

    Starting Wages: $19/hr Day & Swing shift, $22/hr Overnight shift, | +$1.50/hr pay differential for multi-lingual skills with additional paperwork

    • Build supportive relationship with youth and staff with a positive and collaborative approach

    • Maintain and model healthy and safe boundaries with youth

    • Assess emergency situations, gather pertinent information, and provide proper support

    • Follow mandating reporting and licensing policies and procedures

    • De-escalate youth in crises and utilize anti-racist, inclusive, equity-based, and trauma-informed care in all of their work

    • Process intakes and exits for youth, provide orientation to incoming youth to the program, and enter required data for proper recordkeeping

    • Partner with case managers to support youth case plans and interact with you in alignment with their established plans. This includes communicating with fellow staff regarding the plan and maintaining appropriate logs and forms with updated information.

SnoCo Connect

  • Job Summary:

    Cocoon House’s WIOA Title I Youth Program -SnoCo Connect assists WIOA-eligible youth and young adults ages 14-24 with multiple barriers to success in the labor force and need additional assistance to enter or complete an educational program or to secure and retain employment. Employment & Education Navigators utilize a mobile service delivery model, providing services virtually, in-person, and over the phone throughout Snohomish County and collaborating with SnoCo Connect partners to coordinate services and resources for opportunity youth and young people.

    The Employment & Education Navigator will work one-on-one with participants throughout their enrollment, helping to identify and navigate young people to employment, education, and training pathways that lead to self-sufficiency. The Employment & Education Navigator will focus on providing education and employment support that is responsive to and informed by the realities and needs of program participants and accommodates the barriers and challenges faced by young people.

    The Employment & Education Navigator will also play a significant role in developing best practices for the position, working with the WIOA Youth Program team to connect youth and young adults to high school completion programs, employment, education, training opportunities, and community resources.

    Essential Duties and Responsibilities:

    Pay: $22/hr, +$1.50 for multilingual speakers with additional paperwork.

    • Will maintain a caseload as determined by the Program Director, ensuring services are provided to qualifying applicants and all programmatic requirements are met and documented through timely, detailed case notes

    • Engage in extensive mobile outreach and case management throughout Snohomish County to find and engage WIOA-eligible youth.

    • Utilize motivational interviewing, Positive Youth Development, and trauma-informed best practices to engage and motivate youth and young adults.

    • Provide tailored employment services to participants including employment counseling, employment preparation and training such as resume and interview skills, and support in placement in training programs or jobs.

    • Assist youth in finding employment and education, including intensive assistance with the search and application process.

    • Provide comprehensive employability assessment for all Employment & Training (E&T) referrals and collaborate with partners to ensure the handoff is successful.

    • Maintains complete, accurate, and timely case notes in hard files and ETO database.

    • Maintain ongoing coordination and communication with Family Support Coaches and partners regarding the delivery of each participant employment, training, and education services.

    • Monitor participant goals and objectives, and revise as appropriate.

    • Ensure all monthly and annual goals are on track for completion, notifying the Program Director of any potential issues in meeting these measurable outcomes. Maintain program tracking system files.

    • Support Program Director in grant management including tracking and reporting Prepare related documents and reports.

    • Participate in program development.

    • Refer and collaborate with area Employment & Training agencies.

    • Build relationships and maintain positive relationships internally and externally to meet the needs of our participants.

    Qualifications:

    • Experience working with youth with many barriers to employment including youth who are out of school, low income, justice-involved, homeless, current or former foster care, English Language Learners, single parents or pregnant, BIPOC communities and/ or youth of TANF grant households

    • Demonstrable knowledge and professional experience in the employment and education fields

    • Bi-lingual applicants strongly encouraged to apply

Youth Engagement Team

  • The Juvenile Justice Navigator: Will work with youth and young adults experiencing homelessness, with a focus on youth under the age of 18, to navigate systems, coordinate service delivery, and otherwise support the young person throughout their journey to permanent housing stability. The Juvenile Justice-focused Youth Navigator will also work closely with and act as point of contact for Snohomish County’s Juvenile Justice system, building the majority of their caseload with referrals from Denney Juvenile Justice Center. The Youth Navigator will conduct outreach in various locations and with relevant community partners to build a caseload of about 20-30 young people currently experiencing homelessness or at high risk to experience homelessness.

    Essential Duties and Responsibilities:

    Full-Time: Monday-Friday | On-site in Everett & Throughout Snohomish County

    Wage: $20-22/hr | +$1.50/hr pay differential for multi-lingual skills with additional paperwork

    • Establish and maintain a professional, supportive relationship with youth involved with the juvenile justice system.

    • Provide youth-driven case management to youth on caseload with a focus on gaining stable housing. Continue working with youth until they are stably housed and able to maintain housing.

    • Identify and connect other supports as needed, both natural and professional. Coordinate care with services youth access.

    • Collaborate effectively with Cocoon House programs to ensure seamless, unduplicated service delivery to youth and young adults in our programs and the community.

    • Build strong relationships with community partners with an emphasis on those associated with the juvenile justice system. Provide education and promote Cocoon House programs with community partners.

    • Complete all paperwork and data entry in an accurate and timely manner.

    • Attend all necessary meetings and strive for clear communication with all involved parties.

    • Collaborate with UW Research.

Outreach

  • Description

    Cocoon House Advocates work with at-risk and homeless youth ages 12-25 years old. Advocates engage street-dependent youth through street outreach and youth-driven, goal-based case management. An advocate should expect to:

    • Work flexible hours, typically (but not always) between 9am-7pm, Monday-Friday, for a total of forty hours a week.

    • Provide youth driven case management for 25-30 at-risk or homeless youth, ages 12-25.

    • Provide youth ages 18-25 with case management/support services while in young adult shelter.

    • Build a network of agencies and resources in both their identified geographic location and in general throughout Snohomish County and the Puget Sound region.

    • Provide general support to the functioning of programs, including performing weekly Street Outreach, being part of Cocoon House’s Safe Place on-call rotation, and helping to cover shifts in other programs.

    Essential Duties and Responsibilities:

    Full-Time: Monday-Friday | On-site in Everett & Throughout Snohomish County

    Wage: $21-$22.50/hr | +$1.50/hr pay differential for multi-lingual skills with additional paperwork

    •Outreach & Networking

    o Providing hands-on daily outreach to street dependent youth in Snohomish County, and promoting Cocoon House services through community outreach and presentations. Consistently working on the development of networks and services specific to their geographic area and Snohomish County in general.

    Case Management

    Providing case management for 25-30 youth ages 12-25 years old throughout Snohomish County. Collecting prompt and accurate data required for case management files, surveys, “youth stories”, etc. Providing youth-driven, strength-based case management based on positive youth development, focusing on assistance with employment, education, housing, substance abuse, medical care and legal needs.

    Documentation & Communication

    Will be available and responsive to emails and phone calls during expected business hours. Will be held accountable for accurate reporting of duties performed and services provided through both paper documentation and online database entry. Will work positively and cooperatively as part of the entire Services Department and Cocoon House agency. Will promptly communicate to the Program Supervisor and/or Director of Services regarding any gaps in meeting expectations and supports needed by Cocoon House clients.

    Minimum Qualifications:

    • Spanish speaking/bi-lingual preferred.

    • Staff from diverse cultural and experiential backgrounds strongly encouraged to apply, including members of the LGBTQ community.

    • Professional or educational experience working with teens and/or young adults experiencing homelessness, or a similar population. Either:

    • At least one year working directly with such populations, in a mentoring or case management-related capacity.

    • A bachelor’s degree in a social science, plus some professional or volunteer experience.

    • Some combination of the above, or equivalent professional, personal or educational experience.

    • Must be able to clear a background check through the Department of Social & Health Services.

    • Must possess a valid Washington State driver’s license, vehicle insurance, reliable transportation, and acceptable 3-year Department of Licensing drivers abstract.

    • Must be capable of maintaining professional healthy boundaries with clients and co-workers.

    • Accurate data recording skills, and timely reporting.

    • Must be able to follow a flexibility, including occasional, availability outside 9am-7pm Mon-Friday (be responsive to work schedule as needed, not to exceed 40 hours a work week).

    Conditions include Advocate driving both the Cocoon House agency van and personal vehicle throughout Snohomish County, and transporting youth when applicable. Support Outreach Programs by performing street outreach throughout Snohomish County, walking various distances and terrain, rain or shine. Working on-site at the U-Turn Center within a “street culture” setting, jail/detention centers, schools, and shelter/housing and general locations. As well as provide case management service on site at various hotels. Must be able to accomplish focused reporting requirements within the Advocate office setting that is energetic, cross talking, “bull pen” style office. Working varied hours responsive to youth needs that may include early morning, late evening and weekends. Vital to this working position is the ability to accurately track duties performed and services rendered to clients.
