Youth Housing (Everett & Monroe)

  • The Youth Housing Program Manager co-leads Cocoon House’s Transitions Transitional Living Program alongside the Senior Program Manager. This program provides housing and support for up to 20 youth ages 16–17. The main responsibilities of the Youth Housing Program Manager, internally referred to as the Transitions Program Manager, this role is responsible for supervising staff, coordinating youth intakes and exits, supporting the development of youth-centered case plans, ensuring timely and accurate data entry, and maintaining compliance with licensing and contract requirements. All responsibilities are carried out through a values-driven and equity-focused lens.

    Transitions Program Manager Duties & Responsibilities

    Full-Time 40 hrs/week | On-site

    Salary: $54,000-$62,000 |+$1.50/hr pay differential for multi-lingual skillswith additional paperwork

    This position is typically a 9am-5pm work schedule with required evening/weekend flexibility two to three days each week to meet with direct reports. This position also requires up to one week each month for the on-call rotation component.

    Staff Supervision & Development

    • Screen, interview, hire, train and supervise Transitions staff. 

    • Coordinate with Housing Program Managers and the Director of Youth Housing to provide consistent support among housing programs. 

    • Provide feedback concerning policy, procedures and programs.

    • Monitor staff follow-through on tasks, policies and procedures. 

    • Provide supportive leadership to staff. 

    • Conduct employee performance reviews at least once yearly. 

    • Complete necessary employee paperwork.

    Youth Support & Case Management

    • Coordinate with Director and state social workers to facilitate entrances of new residents. Assure appropriate use of beds and adequate census.

    • Oversee initial intake and assessment of all youth and the development of individual goal plans. Assure access to education and other opportunities for youth.

    • Provide supportive supervision of youth in care and follow through on expectations of behavior. Lead staff in having high level of expectation and support for youth.

    Program Compliance & Reporting

    • Ensure facility is in compliance with licensing and grant standards, including regarding program logs, youth files, medication audits, and other licensing files.

    • Oversee proper collection of data and compliance on contracts and licensing; generate reports.

    Operations & Facility Oversight

    • Oversee day-to-day operations, shift coverage, and reporting facility and maintenance needs.

    • Work with other HUB based staff to address community concerns that arise and maintain healthy relationships with neighbors.

    Emergency Response & On-Call Duties

    • Be available to staff for emergency consultation. Assess dangerous or emergency situations. Respond appropriately.

    • Participate in on-call rotation to support Youth Housing programs and cover After-Hours Supervisor vacancies as needed.

    Risk Management & Mandated Reporting

    • Follow mandated reporter requirements by documenting incidents and calling CPS. Follow-up on CPS and non-CPS incidents.

    Skills needed to be successful in this role:

    • Strong and effective communication skills; proficiency in crisis intervention/de-escalation.

    • Accurately prioritize emergency and high stress situations and access emergency services when needed.

    • Schedule flexibility to ensure 1:1 supervisions of all direct reports 

    • Knowledge of licensing requirements.

    • Must have either master’s degree or bachelor’s degree AND 2 years of full-time experience working with youth, or 5 years of full-time experience working with youth.

    • At least 1 year of management experience, leading, and supervising a team.

  • At Cocoon House we empower young people, families, and communities in Snohomish County to break the cycle of homelessness through outreach, housing, and prevention. As an After Hours Support Specialist you will be responsible for providing a safe and supportive environment for teens in the care of Cocoon House, promoting positive interaction, providing life skills, social skills, and other enrichment activities at our Youth Housing Programs in Everett and Monroe. The After Hours Support Specialist position is intended to be an added support to program staff and management. This position will require some flexibility and a successful candidate will be one who enjoys experiencing a variety of scenarios on a regular basis.     After Hours Support Specialist Duties & Responsibilities

    Full-Time | On-site in Everett & Monroe

    Starting Wages: $23-24/hr | +$1.50/hr pay differential for multi-lingual skills

    • Provide every other week on-call after-hours shift scheduling and coverage, as needed. During After-Hours On-Call weeks, there will be 20 hours of pre-scheduled coverage plus any last minute shifts that aren’t able to be covered by on-call staff. In addition, the After-Hours Support Specialist responds to staff calls about youth emergencies. On the opposite weeks, there will be 40 hours of prescheduled coverage.

    • Perform all RYC duties while on shift including but not limited to: Assist all residents with needs including support, problem solving, conflict resolution, crisis intervention, enforcing house guidelines, logging, pass-down, cleaning, transportation, and other concerns

    • Engage with staff members in a collaborative and supportive way to meet the needs of the youth, programs and staff both in person, and on the phone.

    • Maintain ongoing training requirements.

    • Engage youth using strength based and trauma informed approach and assist them as they work towards goals.

    • Work with case management to assure smooth transition into and out of units

    • Ensure files for residents are complete and contain all necessary paperwork to meet grant and funding requirements.

    • Become familiar with licensing requirements and ensure staff and programs maintain proper licensing standards.

    • Willingness to work in all housing programs with short notice.

    • Assess crisis situations and provide support to staff and youth while communicating with agency leadership as necessary.

    • Partner with case managers to support youth case plans and interact with you in alignment with their established plans. This includes communicating with fellow staff regarding the plan and maintaining appropriate logs and forms with updated information.

    • Supervise youth in the program and ensure safety while holding youth accountable to policies, guidelines,      and rules by assigning appropriate consequences in collaboration with fellow staff.

    • Assisting, demonstrating, and teaching youth household tasks.

    • Maintain cleanliness of facilities.

    • Provide meals including grocery shopping, planning, and cooking.

    • Arrange appointments, fill prescriptions, and dispense medication for youth.

    • Communicate with other providers to assure youth are following through with their commitments.

    • Participate in enrichment activities programming and planning with fellow staff.

Snohomish Young Adult Housing (SYAH) Team

  • The Snohomish Young Adult Housing (SYAH) Peer Navigator is responsible for building healthy, supportive relationships with program participants and assisting Cocoon House staff with providing supportive services to all program participants. A Peer Navigator is someone who has experience navigating the challenges and barriers of young people experiencing homelessness or housing instability and is able to use that experience to help guide program participants that are having a similar experience. In this role, the Peer Navigator acts as a point of connection between other Cocoon House staff and the similarly aged program participants with whom the Peer Navigator may have life experiences in common.

    SYAH Peer Navigator Duties & Responsibilities

    Part-Time 20 hrs/week | On-site

    Wages: $19-$20/hr DOE | +$1.50/hr pay differential for multi-lingual skills with additional paperwork

    • Act as a unique avenue for communication with program participants with regular check-ins.

    • Assist in establishing and maintaining a safe and welcoming environment for transitional housing participants.

    • Work in collaboration with case managers in achieving program goals and providing supportive services, including addressing chemical dependency, mental health, employment, education, financial, housing and documentation needs.

    • Assist program participants in navigating the challenges associated with attaining and maintaining housing stability. This can include providing or helping young adults connect to socio-emotional support as well as offering advice on practical life skills and positive youth development.

    • Input accurate data and case notes following meetings with clients.

    • Provide insight on how to make and maintain the program so it is driven and focused on participants.

    • The youth served in this position are between 18 – 24 years of age, and as a bona fide occupational qualification for the Peer Navigator the candidate must also be in the same age range of 21 – 24.

Internship Program

Cocoon House recognizes the significance of creating opportunities to develop the human services workforce, which led to the development of the agency’s internship matching program.
