Youth Housing Support Staff Duties & Responsibilities:
Full-time and Part-time (Swing - 3:30pm to 11:30pm) | On-site in Everett
Starting Wages: $21/hr| +$1.50/hr pay differential for multi-lingual skills with additional paperwork

Requirements

On-Call/Relief Hours Available | On-site in Everett & Monroe locations (must be able to work at both locations)
Both programs are 24/7 and have three shifts. Please note that certain shifts may not be available at the time you apply for the role.
Those set shifts are:
Day - 8:00am to 4:00pm
Swing - 3:30pm to 11:30pm
Overnight -11:00pm to 8:30am

Outreach
Young Adult Housing

The U-turn Program Coordinator will manage the day-to-day operations at Cocoon’s House’s U-turn Teen Resource Center, a low barrier drop-in center for youth and young adults experiencing homelessness. This position will work alongside other outreach staff to assist youth in getting their emergent needs met in a safe space. The U-Turn Coordinator is responsible for: referrals to services, crisis intervention, behavior management, and mentoring to youth who might not otherwise access services. The U-Turn coordinator spends significant time in the drop-in facility tracking and responding to client needs, coordinating street outreach efforts, providing janitorial support with our facilities team, and developing programming.

U-Turn Program Manager Duties & Responsibilities
Full-Time 40 hrs/week | On-site
Wages: $26-28/hr DOE | +$1.50/hr pay differential for multi-lingual skills with additional paperwork
Youth Engagement
Use of trauma informed care, positive youth development, and harm reduction as a program practice
Provide culturally appropriate programming to youth
Plan and facilitate Holidays, events, groups and other pro social activities on the drop-in floor
Create safety plans with youth who are engaged in risky and unsafe behavior
Have an in-depth knowledge of current Snohomish County Resources, to ensure youth are getting their needs met through mobile and stationary outreach
Use behavior modification and de-escalation tactics for youth not following the program guidelines
Program Coordination
Oversee and coordinate the volunteer hot meal calendar
Oversee and Coordinate the U-turn Peer Mentorship Program
Oversee Outreach Youth Counselor(s) and Coordinate the U-turn Staffing and Partner Schedule
Engage current and new partners and donors in onsite services and programming
Oversee program function, including safety, program structure, budget, staffing, and grant requirements.
Manage and maintain regular inventory of basic need supplies, clothing, and food
Oversee Street Outreach and other community-based efforts with other department members
Data Management
Ensure all staff are tracking drop in data daily and understand the outputs
Ensure that U-turn and Data Entry is completed accurately and on time
Work collaboratively with Cocoon House’s Data Manager
Facility Management
Participate in daily opening and closing chores and procedures to ensure the center is kept clean and orderly

The Rover Outreach Youth Specialist provides needed information and referrals, linkages to needed services, and crisis intervention. This role has a focus on reducing involvement in youth violence; increasing youths’ abilities to access services to become more self-sufficient; and increasing supports in youths’ lives. Rover Outreach Youth Specialist Duties & Responsibilities:
Full-Time (40 hours a week) | On-site in Everett

Typical schedule is approximately: Monday-Saturday 9am-7pm Monday-Friday, 9am-2pm Saturdays, only 5 days/week, hours are/can be flexed, typical day is 8 hours, Saturdays very rare
Outreach Case Management and YET Navigation (as needed)
Assist with Outreach Case Management needs and triage during Advocate Day shifts at U-Turn, addressing immediate and ongoing client needs in the drop-in center.
Support the Outreach team by providing case management coverage if/when staff are on extended leave or when caseload capacity is limited.
Train on and support both Outreach Case Management and Youth Engagement Team (YET) Navigation processes and procedures, as applicable.
Meet youth where they are at, provide supportive services, and help connect them with resources to support housing stability goals.
Complete data entry in accordance with program guidelines.
Attend team meetings and supervision meetings.
Wings Partnership and Street Outreach Networking in Snohomish County
Work with Outreach team members to provide hands-on outreach to young people throughout Snohomish County.
Build relationships with community agencies and service providers throughout Snohomish County to educate them on Cocoon House services and encourage referrals.
Fulfill assigned responsibilities to maintain existing Wings partnerships.
Identify, pursue, and help establish new Wings partnerships throughout greater Snohomish County.
Assist with South County expansion by coordinating with the Young Adult Housing Director and helping strategically plan outreach efforts in South County.
Track Wings partner information and MOUs in accordance with program guidelines.
U-Turn Floor Supervision
Meet youth’s basic needs while building positive relationships that establish trust and support.
Link youth to other Cocoon House programs and services during U-Turn shifts, including Advocates and Navigators for case management support.
Complete cooking and cleaning tasks as scheduled.
Track data on services received throughout each shift.
Fulfill duties as outlined in the U-Turn Program Manual.

At least one year working directly with such populations, in a mentoring or case management-related capacity.

Conduct stationary outreach at Cocoon House U-turn Drop-In Resource Center to ensure all youth are aware of other Cocoon House services.
Cook and clean as scheduled and complete organizational or event planning projects as assigned by U-Turn Program Manager
Support of all volunteers and community partners.
Collect and track data on services received throughout the shift and complete weekly data requirements to assist U-Turn Program.

Skills needed to be successful in this role:
At least 6 months of paid or volunteer experience with at risk youth or enrolled in a human services program.
Ability to diffuse escalated youth.
Ability to record and document information on forms as required for case planning and CPS reporting.
Familiarity with local services and how to access them. Ability to assess situations and gather pertinent information.
Ability to assess dangerous situations and access emergency services.
Ability to relate with youth and staff.
Ability to maintain boundaries with youth.
Must have the ability to work independently and as part of a team.
Ability to assess and prioritize youths’ needs developmentally.
Be able to assess emergencies and get proper support.

Cocoon House’s Snohomish Young Adult Housing (SYAH) program will assist program participants by offering five units of transitional housing as an immediate solution for young adults experiencing homelessness. While in transitional housing, program participants will receive “Rapid Rehousing” assistance, receiving support and financial assistance to find their own, independent housing. Throughout the program, program staff and participants will work together on short- and long-term employment and education goals.
The Rapid Rehousing Program Manager, internally referred to as the SYAH Program Manager will oversee all elements of the above programming: the transitional housing program, Rapid Rehousing services, and education and employment assistance. This position will consist of managing budget and staffing for the SYAH program, supporting case management staff and developing and refining transitional housing and rapid rehousing procedures. The SYAH Program Manager will also work to ensure that the SYAH program works in concert with other Cocoon House programs, providing a continuum of services that contribute to Cocoon House’s mission of breaking the cycle of homelessness.

Snohomish Young Adult Housing (SYAH) Program Manager Duties & Responsibilities
Full-Time (Monday-Friday)| On-site in Everett, Snohomish County
Starting Wages: $26- $30/hr depending on shift | +$1.50/hr pay differential for multi-lingual skills with additional paperwork
Weekly check-ins with program staff for supervision and team meeting.
Establish and maintain norms in transitional housing location, accounting for safety, accessibility and participant voice
Ensure compliance with Youth Homelessness Demonstration grant requirements-
Ensure accurate and timely completion of all program data and paperwork
Attend, and occasionally help to facilitate, all agency trainings and meetings, with a focus on increasing and improving collaboration between staff from different programs and streamlining Cocoon House services
Provide direct service support, as needed, to program participants, including assistance with finding and moving into housing, finding and maintaining employment, increasing income levels, budgeting, processing payments to landlords, and any other support needed to help program participants find and maintain stable housing.
Maintain and continue to build community partnerships with landlord and service providers that promotes wrap around services.
Advocate for continued program development that is driven by youth voice, equitable outcomes, and data.

Youth Housing Summer Activities Internship
The Youth Housing Summer Activities Intern will partner with the Youth Housing team to plan, coordinate, and execute summer activities for clients in the Youth Housing programs. The internship opportunity prioritizes learning to develop engaging programs aligned with budget, contract, and licensing requirements while building experience through the practical application of those skills. Additionally, interns are encouraged to think creatively to meet requirements and encourage participation from youth in the programs. Ideal candidates will have strengths in attention to detail, organization, and follow through with an openness to learning and receiving coaching as part of their internship experience.
