Youth Housing (Everett & Monroe)

  • Since 1991, Cocoon House has been committed and working towards breaking the cycle of homelessness for teens, young people and their families throughout Snohomish County. The Youth Housing Case Manager is responsible for creating and implementing case plans for the youth in our emergency shelter program. The Case manager works with youth, their families, other Cocoon House programs and community resources to assist the youth in getting their needs met and supporting reunification when possible. The Case Managers play a vital role un engaging and support youth on a daily basis and helping them reach their fullest potential.

    Youth Housing Case Manager Duties & Responsibilities:

    Full-Time (Tuesday-Saturday)| On-site in Monroe 

    Starting Wages: $22-24/hr depending on shift | +$1.50/hr pay differential for multi-lingual skills with additional paperwork

    Must have weekend availability 

    • Maintain a high level of supervision of youth in care, ensure safety at all times and help ensure youth are following program guidelines and expectations. 

    • Fill out all logs as required for the shift worked (meds, logs, pass down, etc.). 

    • Assist with transporting youth to school, appointments or recreational activities as needed. 

    • Attend case plan meetings, all staff meetings, new employee orientation and RYC training. 

    • Assist with taking pride in program by helping to assure cleanliness of the facility and program. As appropriate, assist youth with doing these household tasks with you and demonstrate it as a learning opportunity.

    • As needed, help with facilitating intakes and exits of youth while on shift and complete the required date/documentation needed.

    • Be able to dispense medications, help fill prescriptions as needed.

    • Develop realistic long-term or transitional housing plans with residents when required.

    • Make appropriate referrals for medical, dental, mental health, and chemical dependency needs. 

    • Ensure that residents are following guidelines of program. Provide services and support during their stay.

    • Meet weekly with the residents assigned to caseload.

    • Understand all contracts that effect residents such as RSLP and HOPE.

    • Attend community meetings and ability to direct wrap-around meetings with staff and youth.

    • Communicate with staff regarding youth needs and case plan follow through. 

    • Follow mandated reporter requirements by documenting incidents and calling CPS when appropriate. 

    • Ability to exercise sensitivity in dealing with individuals of diverse socio-economic backgrounds, as well as individuals of diverse cultural and ethnic backgrounds.

The Youth Housing Case Manager, internally referred to as the Transitions Case Manager is responsible for creating and implementing case plans for the youth in Transitional Living Program for 16 and 17 year olds. As a key member of the Youth Housing team, the Case Manager works to ensure that youth in the Transitional Living Program are setting and maintaining progress toward goals in various domains including basic needs, life skills, education, employment, health, mental health, and substance use. You will be responsible for developing individualized plans to meet the needs of each youth, as well as providing guidance, advocacy, and professional support. The Case Manager should have a good understanding of the unique challenges facing youth in our community and be able to build strong relationships with them to ensure their success while maintaining healthy boundaries.

As a Youth Housing Support Staff, internally referred to as a Residential Youth Counselor, you will be responsible for providing a safe and supportive environment for teens in the care of Cocoon House, promoting positive interaction, providing life skills, social skills, and other enrichment activities at our Transitional Living Program located in Everett and Emergency Shelter located in Monroe. Young Adult Housing

  • Cocoon House’s Snohomish Young Adult Housing (SYAH) program provides a minimum of 17 rapid rehousing units to unhoused young adults ages 18-24. Participants have the option to move into an agency-held transitional housing unit while engaged in housing search, though it is not a requirement. Once a housing unit is secured, the program covers rent initially and gradually decreases our portion as the participant increases their income and stability and pays a higher portion of their rent. Throughout the program, program staff and participants work together on short- and long-term employment and education goals, with the ultimate goal of housing stability at program exit.


    The Young Adult Case Manager, internally referred to as the Snohomish Young Adult Housing (SYAH) Case Manager works one-on-one with 12-15 young adults in order to support them through the different stages of this program. This position builds rapport with participants and local landlords/property managers to support the housing and lease-up process, ensuring housing meets all applicable program standards. The case manager then continues to support participants in the logistical and practical aspects of renting and maintaining an apartment and helping to secure pathways to long-term financial, medical, legal and emotional stability.

    Snohomish Young Adult Housing (SYAH) Case Manager Duties & Responsibilities

    Full-Time (Monday-Friday)| On-site in Everett, Snohomish County

    Starting Wages: $21-23/hr depending on shift | +$1.50/hr pay differential for multi-lingual skills with additional paperwork

    • Establish and maintain a safe, welcoming environment for transitional housing participants.

    • Support program participants in housing search process, including completing pre-leasing inspections and certifications as required by program policy.

    • Assist participants in creating and working toward a goal plan, with emphasis on long-term stability.

    • Work in collaboration with the other members of the SYAH team to support program participants’ housing stability.

    • Find and connect participants to needed support services in Snohomish County to facilitate long-term stabilization, ensuring participants are able to maintain housing stability independent of Cocoon House staff support. Provide mobile case management as appropriate to support connection to needed services.

    • Facilitate payments to landlords for program participants’ apartments according to graduated rent subsidy model.

    • Maintain accurate client records in Cocoon House’s Caseworthy database with timely data entry. Uphold confidentiality in all activities.

    • Collaborate with Peer Leader and Program Manager to create programs that are truly driven by and focused on clients.

    • Attend meetings as required at program, agency, and community levels.

    • Approach work with program participants with a harm reduction and trauma-informed lens.

  • The Young Adult Peer Navigator, internally referred to as the Snohomish Young Adult Housing (SYAH) Peer Navigator is responsible for building healthy, supportive relationships with program participants and assisting Cocoon House staff with providing supportive services to all program participants. A Peer Navigator is someone who has experience navigating the challenges and barriers of young people experiencing homelessness or housing instability, and is able to use that experience to help guide program participants that are having a similar experience. In this role, the Peer Navigator acts as a point of connection between other Cocoon House staff and the similarly-aged program participants with whom the Peer Navigator may have life experiences in common.

    Snohomish Young Adult Housing (SYAH) Peer Navigator Duties & Responsibilities

    Part-time 20 hours per week| On-site in Everett, Snohomish County

    Starting Wages: $21-23/hr | +$1.50/hr pay differential for multi-lingual skills with additional paperwork

    • Act as a unique avenue for communication with program participants with regular check-ins.

    • Assist in establishing and maintaining a safe and welcoming environment for transitional housing participants.

    • Work in collaboration with case managers in achieving program goals and providing supportive services, including addressing chemical dependency, mental health, employment, education, financial, housing and documentation needs.

    • Assist program participants in navigating the challenges associated with attaining and maintaining housing stability. This can include providing or helping young adults connect to socio-emotional support as well as offering advice on practical life skills and positive youth development.

    • Input accurate data and case notes following meetings with clients.

    • Provide insight on how to make and maintain the program so it is driven and focused on participants.

Outreach

  • The Youth Engagement Team (Yet) Peer Navigator is responsible for building healthy, supportive relationships with program participants and assisting Cocoon House staff with providing supportive services to all program participants. A YET Peer Navigator is someone who has experience navigating the challenges and barriers of experiencing homelessness or housing instability and is able to use that experience to help guide program participants that are having a similar experience. In this role, the Peer Navigator acts as a point of connection between other Cocoon House staff and the similarly aged program participants with whom the Peer Leader may have life experiences in common.

    YET Peer Navigator Duties & Responsibilities:

    Part-Time 20 hrs/week | On-site

    Wages: $21-23/hr DOE | +$1.50/hr pay differential for multi-lingual skills with additional paperwork

    • Act as a unique avenue for communication with program participants, including regular check-ins.

    • Assist navigators in achieving program goals and providing supportive services, including addressing chemical dependency, mental health, employment, education, financial, housing and documentation needs.

    • Assist program participants in navigating the challenges associated with homelessness and their current/previous system involvement (juvenile justice, foster care, behavioral health, and McKinney-Vento). This can include providing or helping youth connect to socio-emotional support as well as offering advice on practical life skills and positive youth development.

    Requirements

    Skills needed to be successful in this role: 

    • Lived Experience: Demonstrated first-hand experience with challenges faced by individuals experiencing homelessness, such as housing instability, financial strain, familial conflict, legal difficulties, and chemical dependency.

    • System Knowledge: Familiarity with systems or programs such as juvenile justice, foster care, behavioral health, or McKinney-Vento.

    • Relationship Building: Exceptional skills in building relationships, demonstrating tolerance and empathy toward individuals from diverse backgrounds and cultures.

    • Professional Competency: Strong organizational skills, time management, teamwork, and adaptability, maintaining professionalism in a dynamic environment.

    • Passion for Support: Genuine enthusiasm for working alongside and supporting others.

    • Adaptability and Innovation: Willingness to adapt personal and organizational strategies to continuously enhance support for program participants, in alignment with Cocoon House’s mission.

    • Peer Leadership: The youth served in this role are between the ages of 18 and 24. As a bona fide occupational qualification for the peer leader position, the candidate must be within the age range of 21 to 24.

    General:

    •   High school diploma/GED or high school equivalency

    •   Must be 21 years of age or older

    •   DCYF background clearance

    •   Acceptable driver's abstract with no more than 2 violations within last 3 years

    •   Possess a valid driver's license, auto insurance, and reliable transportation

    Physical:

    •   Ability to effectively communicate with all internal and external clients

    •   Be able to hear voices and alarms.

    •   Ability to read and comprehend a variety of materials

    •   Ability to operate phone, computer, and record information for files and logs

    •   Must be able to lift up to 50 Ibs

    •   Must have ability to run up and down indoor and outdoor stairwells in case of youth emergency.

    •   Go up and down stairs

Available internship opportunities offer an environment to learn and grow through access to in-person and online training content and, most importantly, practical application alongside our experienced staff.

Possible Duties & Responsibilities: (depending on program match)

  • Build supportive relationships with clients through a strengths-based, trauma-informed approach

  • Support case management with clients aged 12-24

    • Arrange appointments

    • Submit case and log notes

    • Complete required documentation and reporting

  • Assist with intakes, exits, and referrals into various programs

  • Lead and participate in life-skills-building activities with clients

  • Coordinate with other community providers
