Youth Housing (Everett & Monroe)

At Cocoon House, we empower young people, families, and communities in Snohomish County to break the cycle of homelessness through outreach, housing, and prevention. As a Youth Housing Support Staff, internally referred to as a Residential Youth Counselor, you will be responsible for providing a safe and supportive environment for teens in the care of Cocoon House, promoting positive interaction, providing life skills, social skills, and other enrichment activities at our Transitional Living Program located in Everett and/or Emergency Shelter located in Monroe. Youth Housing Support Staff have the opportunity to build supportive relationships with clients and model healthy boundaries while working alongside them in a residential setting. Youth Housing Support Staff Duties & Responsibilities
Full-Time, Part-Time, On-Call/Relief Hours Available | On-site in Everett & Monroe locations
Starting Wages: $21-23/hr depending on shift | +$1.50/hr pay differential for multi-lingual skills with additional paperwork
Must have weekend availability
Build supportive relationship with youth and staff with a positive and collaborative approach.
Maintain and model healthy and safe boundaries with youth.
Accept a variety of lifestyles, behaviors, and cultural and spiritual practices.
Assess emergency situations, gather pertinent information, and provide proper support.
Follow mandating reporting and licensing policies and procedures.
De-escalate youth in crises and utilize anti-racist, inclusive, equity-based, and trauma-informed care in all of their work.
Process intakes and exits for youth, provide orientation to incoming youth to the program, and enter required data for proper recordkeeping.
Partner with case managers to support youth case plans and interact with you in alignment with their established plans. This includes communicating with fellow staff regarding the plan and maintaining appropriate logs and forms with updated information.
Supervise youth in the program and ensure safety while holding youth accountable to policies, guidelines, and rules by assigning appropriate consequences in collaboration with fellow staff.
Assisting, demonstrating, and teaching youth household tasks.
Maintain cleanliness of facilities.
Provide meals including grocery shopping, planning, and cooking.
Arrange appointments, fill prescriptions, and dispense medication for youth.
Communicate with other providers to assure youth are following through with their commitments.
Respond to community calls, drop-ins, and referrals with appropriate information and directions.
Participate in enrichment activities programming and planning with fellow staff.
Provide information and directions for off-site services to youth.
Transport youth to appointments as needed.

Young Adult Housing

Cocoon House’s Snohomish Young Adult Housing (SYAH) program provides a minimum of 17 rapid rehousing units to unhoused young adults ages 18-24. Participants have the option to move into an agency-held transitional housing unit while engaged in housing search, though it is not a requirement. Once a housing unit is secured, the program covers rent initially and gradually decreases our portion as the participant increases their income and stability and pays a higher portion of their rent. Throughout the program, program staff and participants work together on short- and long-term employment and education goals, with the ultimate goal of housing stability at program exit.
The Young Adult Case Manager, internally referred to as the Snohomish Young Adult Housing (SYAH) Case Manager works one-on-one with 12-15 young adults in order to support them through the different stages of this program. This position builds rapport with participants and local landlords/property managers to support the housing and lease-up process, ensuring housing meets all applicable program standards. The case manager then continues to support participants in the logistical and practical aspects of renting and maintaining an apartment and helping to secure pathways to long-term financial, medical, legal and emotional stability.

Snohomish Young Adult Housing (SYAH) Case Manager Duties & Responsibilities
Full-Time (Monday-Friday)| On-site in Everett, Snohomish County
Starting Wages: $21-23/hr depending on shift | +$1.50/hr pay differential for multi-lingual skills with additional paperwork
Establish and maintain a safe, welcoming environment for transitional housing participants.
Support program participants in housing search process, including completing pre-leasing inspections and certifications as required by program policy.
Assist participants in creating and working toward a goal plan, with emphasis on long-term stability.
Work in collaboration with the other members of the SYAH team to support program participants’ housing stability.
Find and connect participants to needed support services in Snohomish County to facilitate long-term stabilization, ensuring participants are able to maintain housing stability independent of Cocoon House staff support. Provide mobile case management as appropriate to support connection to needed services.
Facilitate payments to landlords for program participants’ apartments according to graduated rent subsidy model.
Maintain accurate client records in Cocoon House’s Caseworthy database with timely data entry. Uphold confidentiality in all activities.
Collaborate with Peer Leader and Program Manager to create programs that are truly driven by and focused on clients.
Attend meetings as required at program, agency, and community levels.
Approach work with program participants with a harm reduction and trauma-informed lens.

Outreach

The Youth Engagement Team (Yet) Peer Navigator is responsible for building healthy, supportive relationships with program participants and assisting Cocoon House staff with providing supportive services to all program participants. A YET Peer Navigator is someone who has experience navigating the challenges and barriers of experiencing homelessness or housing instability and is able to use that experience to help guide program participants that are having a similar experience. In this role, the Peer Navigator acts as a point of connection between other Cocoon House staff and the similarly aged program participants with whom the Peer Leader may have life experiences in common.

YET Peer Navigator Duties & Responsibilities:
Part-Time 20 hrs/week | On-site
Wages: $21-23/hr DOE | +$1.50/hr pay differential for multi-lingual skills with additional paperwork
Act as a unique avenue for communication with program participants, including regular check-ins.
Assist navigators in achieving program goals and providing supportive services, including addressing chemical dependency, mental health, employment, education, financial, housing and documentation needs.
Assist program participants in navigating the challenges associated with homelessness and their current/previous system involvement (juvenile justice, foster care, behavioral health, and McKinney-Vento). This can include providing or helping youth connect to socio-emotional support as well as offering advice on practical life skills and positive youth development.

At Cocoon House we work with youth, young adults, and families in Snohomish County to break the cycle of homelessness through outreach, housing, prevention, and education. The Youth Engagement Team works one-on-one with young people experiencing homelessness, and the Navigators will provide support and guidance in finding housing and addressing the issues that contribute to homelessness, including financial, medical, legal, and educational needs, with the final goal of establishing a permanent housing solution for that individual.
The Juvenile Justice Navigator will work with youth and young adults experiencing homelessness, with a focus on youth under the age of 18, to navigate systems, coordinate service delivery, and otherwise support the young person throughout their journey to permanent housing stability. The Juvenile Justice Navigator will also work closely with and act as point of contact for Snohomish County’s Juvenile Justice system, building the majority of their caseload with referrals from Denney Juvenile Justice Center. The Youth Navigator will conduct outreach in various locations and with relevant community partners to build a caseload of about 20-30 young people currently experiencing homelessness or at high risk to experience homelessness.
Juvenile Justice Navigator Duties & Responsibilities:
Full-Time 40 hrs/week | On-site in Everett, Snohomish County
Wages: $21.50-$23.50/hr | +$1.50/hr pay differential for multi-lingual skills with additional paperwork
Establish and maintain a professional, supportive relationship with youth involved with the juvenile justice system.
Provide youth-driven case management to youth on caseload with a focus on gaining stable housing. Continue working with youth until they are stably housed and able to maintain housing.
Identify and connect other supports as needed, both natural and professional. Coordinate care with services youth access.
Collaborate effectively with Cocoon House programs to ensure seamless, unduplicated service delivery to youth and young adults in our programs and the community.
Build strong relationships with community partners with an emphasis on those associated with the juvenile justice system. Provide education and promote Cocoon House programs with community partners.
Complete all paperwork and data entry in an accurate and timely manner.
Attend all necessary meetings and strive for clear communication with all involved parties.

Prevention

The Bilingual Family Case Manager role works with families to achieve stability and prevent future youth homelessness. They engage families in their homes and in the community to assess family strengths and needs and create goal plans to meet those needs. This Bilingual Family Case Manager role, internally referred to as Bilingual Family Advocate, is responsible for supporting family case management with a total caseload of 15 families. This position also supports the facilitation of diversion seminars for parents and youth monthly. They also respond to community calls, collaborate with community partners, and work collaboratively across Cocoon House programs to ensure consistency of care for youth and families.

Bilingual Family Case Manager Duties & Responsibilities
Full-Time 40 hrs/week | On-site
Wages: $24/hr DOE
This position is typically a 9am-5pm work schedule with required evening flexibility two to three days each week to meet with families, as needed. This position also requires some weekend availability such as one weekend each month to conduct the family classes with weekday schedule adjusted to accommodate.
Family Case Management:
Provide case management to 15 families and participate in family meetings with the Family Advocate.
Support youth in creating their own goals that they want to work on with their family.
Collaborate with Family Advocates in family meetings, as well as providing support to the youth while they participate in the meetings.
Build relationships with community partners, support Family Education Advocates build a caseload, and gather community resources for families in Snohomish County.
Caregiver Classes and Seminars:
Collaborate with coworkers and community partners to present a strong diversion workshop to families.
Conduct monthly parenting classes throughout the year with the Prevention team.
Other Responsibilities:
Provide low-barrier support for families through phone calls and drop-in services.
Provide referrals to other resources as needed.
Collect needed demographics and other information from youth and their families and complete all data entry associated with family case management and drop-in sessions in a complete and timely manner.
Support other Cocoon House programs to increase staff knowledge around family engagement and Prevention work as needed.
Assist the Director of Family Engagement in training Cocoon House staff in best practices in working with families.
